As a result of the successful economic policy carried out in Azerbaijan during Heydar Aliyev`s presidency, macroeconomic stability was esured and sustainability of economic growth were ensured, increase in incomes and significant improvement in the welfare were achieved. “The State Program on the Reduction of Poverty and Economic Development in the Republic of Azerbaijan for 2003-2005” approved by the Decree dated February 20, 2003 of Heydar Aliyev had a special importance for the solution of social problems, including poverty.
