Heydar Aliyev came to power at the demand of the population, and the process of the army building entered a new phase. By eliminating local self-defense and voluntary battalions, Heydar Aliyev created a regular army under a single command. Training of the military personnel, the main part of the army-building, was also in the focus of attention. After the foundation of the military school educational institutions named after J.Nakhchivansky the number of higher military schools increased.

The Higher Military School of Azerbaijan was established in 1997. In order to develop the system of military education further, Heydar Aliyev signed a decree on the establishment of the Military Academy on January 20, 1999. At present, hundreds of graduates of the Higher Military School serve with pride and honor.
