Heydar Aliyev:... Although the foundation of underground construction in Azerbaijan was laid in 1940s, it developed particularly intensively in 1970-1980s. After our country gained its long-awaited independence, underground being an important infrastructure for the city, plays a significant role. The establishment of underground requires great investments, that is why in some of the neighboring countries, this means of transport is still at the initial stage of its development. For this reason I thought that is necessary to celebrate this event, as 35 years is not a short period and great work has been done during this period. Now it is difficult to imagine Baku without underground that functions perfectly. Nevertheless, during this period Baku underground has suffered from two terror attacks performed by special agencies of Armenia. Fourteen people died as the result of the crime committed in March of 1994 by the Armenians' assistants- people that they recruited from "Sadval" organization. Despite reaching an agreement on ceasefire in May of 1994, another terror attack was performed in Baku in the summer of the same year. The organizer of that crime, carried out according to the plan of special agencies of Armenia, was an ex-serviceman of the Azerbaijan Army captured during hostilities, and the Armenians recruited him on their side

After being captured, that person suffered from different tortures and was threatened to death. The Armenians gave him an order to perform sabotage in Baku underground. He agreed, despite this, the crime orderers called his mother to Upper Karabakh through Georgia and informed her about the offer made to her son. Finally she also agreed. In order to let the woman go back home, it was dictated that her son had to perform that terror attack. Due to the measures taken by law-enforcement agencies of Azerbaijan, that person was arrested and is in custody at present.

The special agencies of Armenia were and are still involved in terrorism. Nowadays, when all the world fights with international terrorism I thought it was necessary to speak about it in reference to these two specific facts.

In 1978 and 1986 Armenian terrorists twice performed terror attacks twice in Moscow underground as well.
