Historical background to the document "From the talk of the Azerbaijani President Heydar Aliyev with the participants of the First Partnership Forum of Women of GUUAM Countries held in Baku (September 20, 2001)"


A lot has been done for the women movement, as well as for the expansion of women`s role in the society during Heydar Aliyev`s presidency in Azerbaijan. The Republic of Azerbaijan joined “the Convention on All the Forms of Discrimination against the Women” in 1995. Decrees and orders signed by Heydar Aliyev have been progressive and historical for the realization and guarantee rights of women. By his decree in 1998, the State Committee for the Problems of Women was established.

The decree “On Women Policy in the Republic of Azerbaijan” dated March 6, 2006 became an institutional mechanism for discovering the potentials of the women. Legislative acts, decisions and resolutions were adopted at various levels in Azerbaijan in accordance with the Law “On Ensuring Gender Equality”. The women policy currently carried out by President Ilham Aliyev is turning into a national strategy.
