Dear Mr. Chairman!

The dramatic situation in my country, is a result of continuation and escalation of the Armenian aggression, directed on a territorial partition of the sovereign Azerbaijan state, compels me to address to you with this letter.

Being loyal to the principles and norms of international law, Azerbaijan has agreed to the mediation of СSСЕ in peace settlement of the bloody conflict imposed on it by the Republic of Armenia, proceeding from ideas of the international safety and cooperation and leaning on the rights and duties of members of this international organization. During long and difficult process of settlement, the government of Azerbaijan, showing aspiration to the peace resolution of conflict and a maximum of flexibility and constructivism, conducted intense search of ways of the termination of bloodshed and establishment of a strong basis of negotiations. However, rough infringement by Armenia of its obligations to the world community and Azerbaijan undermines our peace efforts.

From the date of acceptance the decision on the Minsk conference by Council of Ministers of CSCE has passed already more than a year, however today this idea is far from a reality. If one year ago we spoke about the necessity of clearing Shusha and Lachin, as the only way of restoration of a situation with what took place at date of decision-making by Council of Ministers and by that going out on the Minsk conference, today over 17 percent of the Azerbaijan territories is captured by the Armenian aggressor. All mountainous part of Karabakh, Lachin (a southern part in May, 1992, and northern - in April of 1993), region of Kalbajar, villages of the Nakhchivan Autonomous Republic, Gazakh, Fizuli, Zangilan, and region of Aghdam of Azerbaijan have been occupied. In total 503 settlements were captured, the general number of refugees and the displaced people is 567 thousand.

Having started with the political aggression being expressed in acceptance of treacherous decisions on consolidation of Nagorno-Karabakh to its territory, and proceeded then to sending emissaries and terrorists and to deliveries of arms, today Armenia conducts large-scale military actions on the Azerbaijan grounds, ignoring appeals and decisions of СSСЕ and the United Nations, including the resolution 822 of the Security Council unequivocally demanded withdrawal of occupying forces from Azerbaijan. Efforts of СSСЕ directed on realization of the resolution, were blocked by full refusal of the Armenian party of fulfilling of legal requirements of the mediatory and, moreover, proposals of unacceptable conditions. As a result of these actions of the Republic of Armenia, last visit of Mario Raffaelli to region, as well as his previous visit has not given any bases for hopes for a speedy realization of resolution of the Security Council of the United Nations and the long-awaited termination of bloodshed.

Any pretexts noted by the Armenian party on insubordination of the Armenian armed forces acting in Nagorno-Karabakh to the Republic of Armenia are absolutely groundless. All deliveries of heavy arms, ammunition, alive forces, and also a direct management of military actions are carried out by the Republic of Armenia through the annexed area of Lachin.

Having made a use of the arisen pause, after the departure of Raffaelli's mission, Armenia has started new mass attacks during which its armed forces occupied the city of Agdam. This treacherous action has struck a crushing blow to a prior peace process which was not started yet. Earlier the government of Azerbaijan warned the Security Council that the prolongation of the process might have created a more dangerous situation threatening by the big accident.

Present conditions urgently demand intervention of the Security Council on the basis of the powers given to it according to the Charter of the United Nations.

The urgent measures must be taken directed on restraining of an aggressor, the termination of bloodshed and liberty of the occupied Azerbaijani territories.

In connection with the stated points, I ask to call the assembly of the Security Council immediately.
