Budapest summit of CSCE

Fourth summit of the Conference on Security and Cooperation in Europe held on December 6-7, 1994, in Budapest featuring the heads of states and governments of 50 countries of Europe as well as the USA and Canada. In the Budapest summit, the significant steps were made to transform CSCE to an organization, and it was renamed OSCE with the formation of corresponding bodies. Decisions on the Nagorno-Karabakh conflict are reflected in the chapter "Regional issues" of the Document "Towards a Genuine Partnership in a New Era" of the summit. The decisions implied appointment of co-chairs of the Minsk Group (the Group was headed by a chairman), formation of the peacekeeping forces of OSCE to secure peace if peace agreement is reached.
