  \"...The position of the Republic of Azerbaijan has always been constructive and peaceful in nature. Despite the whole damage caused to us, we offer the Armenian party peace on the basis of international law, justice and humanity. We are ready to provide a guarantee of safe­ty for the Armenian population of Nagorno-Karabakh. We pledge to support restoration of normal communications on mutual basis in the region, including the humanitar­ian corridor between the Nagorno-Karabakh and the Armenian Republic. We agree, in case of necessity, to deploy international peacemaking forces in the conflict area. We are ready to discuss status of the Nagorno-Karabakh within the State of Azerbaijan.

But there are norms and principles, which are unshakable for us - these are the sovereignty and territorial integrity of Azerbaijan, the liberation of all the occupied ter­ritories, the return of refugees to their homes, including the return of 50,000 refugees - Azerbaijanis to their native land in Nagorno-Karabakh...\"
