On November 18-19, 1999, Heydar Aliyev attended the Summit of OSCE in Istanbul, Turkey. Important documents, such as the Charter for the European Security, the Declaration of the Istanbul Summit , the Vienna document on the trust and security measures, the Agreement on conventional armed forces in Europe were signed at the summit. Azerbaijan took important steps to declare its fair position also at the Istanbul Summit, too. Articles 20 and 21 of the Istanbul Declaration are fully dedicated to the Armenian-Azerbaijani conflict over Nagorno-Karabakh and emphasized the importance of the continuation of the peace process.
