The address of the President of the Republic of Azerbaijan Heydar Aliyev to the Parliament of the Republic of Azerbaijan - June 30, 1995

Azerbaijan will obtain prerequisities and guarantee of its independence and sovereignty in full if and only if the economic crisis will be eliminated. Political independency, not relied on the strong and developed economics, is not the only indicator of the real sovereignty. However, the forces in power after Azerbaijan obtained its independency, did nothing in making fundamental changes in the economy and as a result of it, the standard of living of the people declined. The only way out of the economic crisis is the privatization of the state property, because where the state is the only monopolist in the economy, no reforms are possible. Despite the fact that the "Law on the privatization of the state property in Azerbaijan Republic" was adopted on 7 January 1993 and the administration of the State Property Committee was instructed to work out and submit a program for the privatization of the state property by the 1st of March 1993, they failed to perform this task neither by the specified date, nor later.

In January 1995 the changes were made in the administration of the State Property Committee and the special commission was created by the decree of the President of Azerbaijan on March 1995 for developing a program for the privatization of the state property. That commission has accomplished its duty on 24 June 1995. During the preparation of the program the improovment of the living conditions of the people has been taken into consideration as a main concern. The essense of this program which covers 1995-1998 includes the practical measures for the formation of the class of the private ownership and as a result of it the program also implies the creation of the advantageous market, monopolization of the national economy and its structural rearrangament, attracting the investment into the turnover of the nation, creation of the mechanism for capitalization, involvement of all kinds of undrawn resources, improvement of the activity of entepreneurship of citizens, creation of favourable business conditions, prevention and control of the inflation, increasing the purchasing capacity of the national currency.

As a result of these measures it will be possible to achieve financial stability, increase the deposits and savings of the people and converse these deposits into investment, revive the production and increase the workplaces and attain the qualitative improvement of the life of our countrymen.

Taking into consideration those above mentioned factors and guided by the Constitution of Azerbaijan ( Article # 110) , the state program for the privatization of the state property in 1995-1998 is submited for consideration. As well as taking into account the necessity of making certain changes and amendmends in the current legislation, the bill on the changes and additions into the Law of the Azerbaijan Republic on the privatization of the state property is submitted for discussions
