Historical background to the document "Speech of the Azerbaijani President Heydar Aliyev in his Inauguration Ceremony (October 18, 1998)"

Two million five hundred fifty five thousand and fifty nine persons or 76.11% of voters, who participated in the presidential elections on October 11, 1998, voted for Heydar Aliyev, one of the six candidates. In accordance with Section 2 of Article 101 of the Constitution of the Republic of Azerbaijan, Heydar Aliyev won two-third of the votes and was re-elected President of the Republic of Azerbaijan.

Inauguration ceremony of the Presiedent took part on the Day of Independence, on October 18.

During his second presidency, Heydar Aliyev succeeded in the first municipal elections, construction of the Baku-Supsa oil pipeline, foundation of the Baku-Tbilisi-Ceyhan pipeline. During this time, Azerbaijan was admitted to the Council of Europe as a full member. Moreover, the second state program on the privatization was adopted, the First Congress of the World Azerbaijanis was held, it was an important step for the formation of the Azerbaijani diaspora overseas.
