Alliance established by 12 states (Russia, Azerbaijan, the Ukraine, Belarus, Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, Tajikistan, Armenia, Georgia and Moldova) after the collapse of the Soviet Union (1991)
