According to the 1st article of the Law "On the status of the internally displaced persons" of Azerbaijan, a person who is caused to run away to save his/her life because of his/her nationality, race, citizenship, religion, language, political viewpoint, as well as because of belonging to any social group, also because of a danger to his/her family, property, and because of not being able to make use of the protection of his/her own state, and who is not the citizen of Azerbaijan is regarded "a refugee" in the territory of Azerbaijan
