Historical background to the document "Speech of the President of the Republic of Azerbaijan Heydar Aliyev at the Lisbon Summit of OSCE (Lisbon, December 2, 1996)"


On December 2-3, 1996, the Lisbon Summit participated by 54 member states adopted the Declaration on the Common and Comprehensive Security Model for Europe for the twenty-first century. The Declaration mentioned the threats to the security of the member states and emphasized the importance of cooperation to overcome them. Thanks to Heydar Aliyev’s political and diplomatic skills, the member states of OSCE , except Armenia, adopted the following principles for resolving the Armenian-Azerbaijani conflict:

1. Territorial integrity of the Republic of Armenia and the Republic of Azerbaijan;

2. Granting Nagorno-Karabakh a high level self-administration status within Azerbaijan;

3. Guaranteeing the security of the whole population of Nagorno-Karabakh.
