In the years of his administration Heydar Aliyev always took care of the history, rich moral values, material and spiritual heritage, and art of the Azerbaijani people. He warmly encouraged the comprehensive development of the national culture which enriched the morals of the nation and contributed to its recognition in the world.

By bringing the remnants of the prominent Azerbaijani poet and playwright Huseyn Javid from the remote Siberia to Azerbaijan in 1982, by burying him in his motherland and erecting a monument to him in his native Nakhchivan, by opening a house-museum in Baku on the initiative of Heydar Aliyev was not only his tribute to Huseyn Javid, but to the Azerbaijani literature and public opinion as well.
